Can I Transfer my Balance to Healthfirst OTC?

You cannot transfer this amount to your regular bank account, because it is only meant for OTC products and the ones your provider allows. You can also not reuse the quarterly amount in next quarter; you need to finish it in those specific three months. You can only use this balance at approved stores only.
